Overview

Modern research funding models are placing significant administrative pressure on scientists, reducing the time available for experimental work. Many researchers spend 20–50 per cent of their time preparing grant applications, often with low success rates. This creates inefficiencies across laboratories and contributes to broader issues, including reduced reproducibility, conservative research approaches and publication bias. While improvements in areas such as lab workflow optimisation can help increase efficiency, the structure of funding systems remains a key constraint on scientific productivity and long-term innovation.

The Unproductive Research Funding Model

In laboratories across Australia and around the world, an invisible drain is quietly undermining scientific productivity. It is not a lack of ideas, talent or ambition. It is the crushing weight of the modern research funding system — a system that compels scientists to spend enormous portions of their time writing grant applications rather than doing the work those grants are meant to support. The result is a paradox: billions of dollars in public funding are spent on scientific research, yet much of that investment is squandered as researchers are forced to repeatedly prove their worth rather than producing the discoveries society needs.

While the public imagines scientists in white coats pipetting, sequencing or analysing data, the reality is far more bureaucratic. Many researchers report spending 20–50 per cent of their working hours preparing funding proposals, often across multiple agencies, themes and deadlines. The competition is fierce. Australia’s NHMRC Investigator Grants, for example, have success rates hovering around 13–15 per cent, and for early-career applicants, the odds can be even worse. Months of labour can vanish in a single unsuccessful round, with no return on time already funded by taxpayers through existing grants.

The Consequences of Modern Research Funding

This productivity black hole is not just an inconvenience; it is reshaping the culture of research. As funding becomes harder to secure, scientists must demonstrate an increasingly lengthy publication record to remain competitive. This enshrines the publish-or-perish paradigm, in which the sheer number of papers often outweighs the quality or impact of the work itself.

The consequences are profound. Under pressure to publish quickly and often, researchers may conduct rushed, underpowered or incremental studies, producing fragmented datasets that contribute little to long-term scientific advancement. In some cases, time pressures and career anxieties have contributed to the rise of irreproducible findings, selective reporting or methodological shortcuts. While only a minority engage in outright misconduct, the incentive structure can encourage questionable research practices.

The Reproducibility Problem

These systemic issues tie into a global ‘reproducibility crisis.’ Landmark studies in psychology, cancer biology, and preclinical drug development have shown that 50–80 per cent of published findings fail replication. Each irreproducible experiment wastes the time, money and morale of the researchers who try to build upon it or who unknowingly follow dead-end hypotheses already disproven but left unpublished.

Lack of Innovative Risk-Taking

Many leading scientists have warned that today’s funding regimes discourage the kind of bold experimentation that historically led to transformative discoveries. Nobel laureate Françoise Barré-Sinoussi (Barré-Sinoussi, F. ‘The future of fundamental research.’ EMBO Reports, 2019.), for example, have noted that numerous milestone breakthroughs — from restriction enzymes to CRISPR systems — began as speculative or unconventional experiments that would struggle to secure support in the current climate. These discoveries, she argues, emerged not from predictable research pathways but from curiosity-driven exploration under uncertain outcomes. Nevertheless, perhaps the most damaging loss is the opportunity cost, the groundbreaking discoveries that never occur because today’s system punishes risk.

High-impact research often demands long timelines, uncertain outcomes and the willingness to pursue ‘big questions’ without a guarantee of success. But most grant schemes operate in one- to three-year cycles and require researchers to predict outcomes with unrealistic precision. If projects fail to deliver statistically significant results (even if the experiments were rigorous), future funding prospects diminish. This pushes scientists towards safe, predictable research streams and incremental refinements rather than bold leaps. Ironically, science advances precisely because researchers pursue hypotheses that might fail.

Importantly, pursuing complex, high-impact research does not need to come at the expense of efficiency. Many experimental workflows can be streamlined through approaches such as lab workflow optimisation or broader lab automation, allowing researchers to reduce manual workload and focus time on experimental design and analysis rather than repetitive tasks.

Selective Reporting

There is also a cultural blind spot around negative or null results. These outcomes are rarely published, rewarded or valued by funding bodies — despite the fact that they can prevent entire research fields from repeating the same failed avenues. When researchers bury non-significant findings to protect their track records, the scientific record becomes biased and the entire community suffers.

The cost of this inefficiency is staggering. Every hour spent writing a grant is an hour not spent designing experiments, analysing data, training students or developing technology. When multiplied across thousands of labs, this loss becomes a structural burden on innovation, delaying progress in medicine, climate research, agriculture, engineering and more.

A Path Forward

Reforming the system is possible — and several international models demonstrate how. Longer-term, stable funding is one solution. In Europe, the European Research Council (ERC) awards five-year grants based largely on a scientist’s vision rather than the promise of guaranteed success. Researchers who receive ERC funding consistently report higher levels of innovation, more ambitious projects and reduced administrative burden.

Another proposal is to de-emphasise publication quantity in favour of a small number of high-quality contributions. Some institutions already require applicants to highlight only their top three to five papers, with emphasis on rigour, reproducibility and actual scientific impact.

Funding bodies could also establish a structured framework for rewarding negative results — whether through dedicated journals, grant reporting credits or recognition in performance evaluations. This would reduce duplication and encourage transparency.

Finally, researchers and policymakers increasingly argue for the evaluation of the quality of the experiment, not just the outcome. A well-designed study that disproves a hypothesis is just as valuable, sometimes more so, than one that confirms it. Science advances by eliminating uncertainty, not only by validating assumptions.

The Stakes

The productivity black hole is more than an internal inconvenience for the scientific community. It is also a matter of national competitiveness. Countries that fail to support long-term, discovery-driven research risk falling behind in technological innovation, medical breakthroughs, defence capability and economic growth.

Australia, like many nations, has no shortage of scientific talent. What it lacks is a funding system that allows that talent to operate at its full potential. Until that system changes, researchers will continue to spend vast amounts of time justifying their work instead of doing it and society will continue to lose out on discoveries that could transform lives.
